The steel wheels subject to this investigation are certain on-the-road steel wheels, rims, and discs for tubeless tires that are made of steel and have a nominal rim diameter of 22.5 inches and 24.5 inches, regardless of width.  A full description of the products is found in the official scope language.

These steel wheels are of a type that are generally used for class 6, 7, and 8 commercial vehicles (as classified by the Federal Highway Administration Gross Vehicle Weight Rating system), which includes tractors, semi-trailers, dump trucks, garbage trucks, concrete mixers, and buses.
